Britain and other major European countries already did Industrial Revolution by that time. Also he became a king of Italy for some time. Industrial development was rapid in France during 19th century. In 1970 French economic began to decline because of Germany new mode of Bismark who was trying to prevent France's growing power and don't let France create any alliances with other powerful European countries.
